We don't know exactly what the Blue Jays were offering the outfielder, but we do know it was long-term. The total value of the contract must therefore have been high, but on a per-year basis, it was less than the Dodgers' offer.
And it was also less than the Mets' offer.

Last I heard, the offer was $50 million per year. This means that Steve Cohen had increased the value of his offer (beyond Juan Soto's on an annual basis), but it didn't work out.
